Rural Hospitals and Medicaid Cuts

Over 3 million Ohioans rely upon Medicaid for their healthcare needs with about 729,000 receiving their access through Medicaid expansion under the Affordable Care Act (ACA). However, the Big Beautiful Bill Act which President Trump signed in 2025 is projected to cut $911 Billion from Medicaid over the next ten years. Ohio is expected to lose $53.3 Billion over that period and $5.1 Billion in 2027, the first year of implementation. 

Rural hospitals rely on Medicare and Medicaid funding to keep their doors open. The loss of the ACA subsidies has resulted in 161,385 (32.4%) fewer enrolled Ohioans and is expected to result in an average increase in premiums of 14.7% for 2027. Increased premiums will prompt even more Ohioans to drop health insurance and hope for the best.

This will cut into the already strained finances of many rural and safety-net hospitals. Ten (10) Ohio hospitals are considered at risk of closing and more might close maternity and emergency departments to enable them to stay open.
